Senior facility engineer

Seeking a senior facility engineer who can find efficient, safe, and economical ways to develop and deliver oil and gas facility and pipeline projects. The facility engineer is to provide engineering, procurement, construction management (EPCM), permitting, survey, and environmental services across the upstream, midstream, and downstream oil and gas industry, including main battery facilities, pipelines, and wellsite’s both in sweet and sour specification.

Responsibility

  • Manage, plan, organize and work with multi-discipline teams in the delivery of project deliverables
  • Coordinate the preparation, review and approval of engineering design reports
  • Oversee the development of construction contracts and the tender/analysis/award process
  • Report on project budget and schedule
  • Direct and coordinate the engineering team for the execution of the design of projects
  • Develop and maintain schedule
  • Oversee and mentor engineering and other technical staff
  • Ensure compliance with project plan and procedures
  • Reinforce corporate quality and safety standards
  • Direct the implementation of corporate quality and safety standards into the projects
  • Supervise and coordinate the preparation of engineering work scope and cost estimations when required

Qualification

  • Degree in Engineering (Mechanical or Pipeline Engineering Preferred)
  • Minimum 10 years of pipeline, facilities and wellsite design and installation experience
  • Lead engineering design executions role in projects with mid to large capital expenditure
  • Supervision of other engineers would be an asset
  • Extensive knowledge federal, provincial, ABSA and AER regulation and compliance
  • P. Eng. designation, Registered with APEGA.

Procurement and Contract management

Seeking a professional with procurement and contract negotiation management experience

Responsibility

  • Negotiate terms with vendors, compare vendors’ service list, price and quality, select the vendors that best fits for company's interests,
  • Check vendors’ insurance and quality before contract, prepare and write the contracts according to project requests within certain time, execute contact include but not limit to major purchase.
  • Monitor vendor's execution regarding on terms, quality and delivery of the signed contract.
  • Collect the documents for business insurance, file the forms for applying insurance, suggest the changes to different insurance items with knowledge of company business needs and follow the insurance procedure.
  • Develop and maintain in-depth knowledge of the markets in oil and gas service sector.
  • Conduct bids, on-line bids, and negotiations and manage subsequent supplier performance.
  • Manage supplier relationships including resolution of operational and supplier performance issues.
  • Responsible for ensuring contracts process can be effectively within the context of the standardized invoicing process.

Experience and Qualifications required:

  • Business Degree, Project Management Degree, or similar accreditation is an asset.
  • 5+ year’s recent industry experience. Previous procurement and contract or business experience for oil and Gas Company preferred.
  • Strong procurement experience, strategy development, negotiations, contract / supplier performance management.
  • Effective and concise communicator - translate complex business requirements or processes into a clear strategy to influence the business and easy to understand actions.
  • Good interpersonal relationship management with the confidence and ability to build relationships with all levels of management and staff.
  • Enthusiastic, self-starter and team player. Proven track record of execution excellence and delivering timely results in fast paced environment.
